Essential Building Legislations to Know in 2025

On 1 October 2026, Wetherby Wall Systems Limited will begin trading as ROCKWOOL Wall Systems. Our trading name is changing, but our people, products and services remain the same.

2025 Building Legislations You Must Know

We are a few months into the year, and the UK’s construction industry faces significant regulatory changes aimed at enhancing safety and promoting sustainability. Two pivotal legislations set to reshape building practices in 2025 are the Future Homes Standard (FHS) and the Building Safety Act.

What is the Future Homes Standard (FHS)?

The FHS was first announced in the government’s spring statement in 2019. Scheduled for implementation in 2025, the FHS aims to ensure new homes produce 75-80% less carbon emissions compared to those built under previous regulations. This initiative focuses on:

  • Low-Carbon Heating: Prioritising systems like heat pumps to reduce reliance on fossil fuels.
  • Enhanced Fabric Efficiency: Improving insulation and airtightness to minimise heat loss.
  • Renewable Energy Integration: Encouraging the use of on-site renewable energy sources.

Additionally, the FHS proposes the replacement of the Standard Assessment Procedure (SAP) with a new Home Energy Model (HEM) to better evaluate a home’s energy performance.

What is the Building Safety Act?

Enacted to overhaul building safety protocols, the Building Safety Act introduces stringent measures for the design, construction, and management of buildings, especially those classified as higher-risk. Key components include:

  • Building Safety Regulator (BSR): A body overseeing the safety and performance of all buildings, with a focus on high-rise structures.
  • Golden Thread of Information: Maintaining a comprehensive and accessible record of building safety information throughout its lifecycle.
  • Gateway Process: A series of rigorous checks at planning, construction, and completion stages to ensure compliance with safety standards.

Implications for Industry Stakeholders

These legislations necessitate proactive adaptation from developers, contractors, and property managers:

  • Training and Competence: Ensuring all personnel are knowledgeable about low-carbon technologies and updated safety protocols.
  • Design and Material Selection: Incorporating energy-efficient designs and materials that comply with the new standards.
  • Documentation and Compliance: Maintaining detailed records and adhering to the prescribed gateway processes to demonstrate compliance.

Staying informed and prepared for these changes is crucial for ensuring safety, compliance, and sustainability in the UK’s built environment.
